§ 2.84.060. Leases.
A.
Any entity meeting the minimum standards herein set forth for any of the categories of fixed base operators may apply to the city council to become a fixed base operator. All fixed base operators must qualify to provide services of categories A through D, either in-house or by subcontract. Service under categories E through G may be recognized under an individual lease basis. Leases between the city and fixed base operators shall provide for a minimum of one acre of land area and a minimum of inside building space amount of eight thousand (8,000) square feet. A single fixed base operator shall not be required to provide a duplication of land, buildings, personnel, or equipment in order to engage in more than one category. However, each fixed base operator shall provide his or her own land, building, personnel, and equipment, and shall meet other requirements as herein stated.
B.
A fixed base operator shall not assign his or her lease or sublet any portion of the property, without first securing approval of the city.
C.
Minimum space, building, and personnel requirements shall not apply to category G.
