The mayor is a member of the city council, and presides at meetings of the city council.
The mayor is the head of city government for all ceremonial purposes and for purposes
of military law, but has no administrative duties. The mayor represents the city in
intergovernmental relationships, appoints with the advice and consent of the city
council appointive officers and members of boards and commissions of the city, signs
all ordinances and resolutions, and performs other duties specified by the city council
that are not inconsistent with this charter and the duties of the mayor. Contracts
authorized or approved by the council may be signed by either the mayor or the city
manager.
