§ 5. Method of council action.

  • In addition to such acts of the city council as are required by state law or this charter to be by ordinance, every act of the city council establishing a fine, penalty or forfeiture; levying taxes; establishing a utility fee or rate; or establishing any law, mandatory requirement or prohibition applicable to the general public; shall be by ordinance presented and passed or adopted at a meeting of the city council. All general business matters of the city and other matters or questions may, as deemed appropriate by the city council, be acted on and decided by ordinance, formal written resolution or by a motion and vote recorded in the council minutes. Unless required by city ordinance, no motion on any matter before the council not required to be accomplished by ordinance shall require a second before it may be discussed and voted upon.
