Article II. MAYOR, COUNCIL AND OTHER OFFICERS GENERALLY |
§ 4. Establishment of departments and miscellaneous powers of council.
The city council shall have the power, and it shall be its duty, to create and establish by ordinance such offices, administrative or service departments, commissions, agencies or committees as the city council may determine from time to time to be needed and necessary for the proper and efficient conduct of the governmental, administrative, business and civic affairs of the city, and for any services undertaken to be furnished by the city. Any office, department, commission, agency or committee which had been created by ordinance prior to the effective date of this amended section need not be re-created or re-established by ordinance but shall continue to operate as such department until changed by ordinance.
(a)
Review and act upon the annual budget submitted by the city manager for the city council's consideration and adoption, and require the city manager to administer and enforce the budget adopted by the council.
(b)
Take all necessary and appropriate actions in the issuance of general obligation or revenue bonds authorized to be issued under the laws of the State of Texas.
(c)
Fix the beginning and ending dates of the city's fiscal year.
(d)
Inquire into the conduct of any office, department, agency, commission or committee of the city and make investigations as to municipal affairs.
(e)
Provide for the city's employees to participate in a public retirement plan, social security, worker's compensation, and group health insurance, and to be covered in the performance of their duties by liability insurance or risk pool coverage, including the payment of all or any part of the cost of such insurance by the city. The city may permit elected officers to participate in the group health insurance plan at their expense.
(f)
Cooperate with the state or federal governments or any agencies thereof, or the county or any other political subdivision of the State of Texas, to accomplish any lawful purpose for the advancement of interest, welfare, health, morals, comfort, safety and convenience of the city or its inhabitants.
