§ 11. The master plan.

  • The master plan for the physical development of the city shall contain the planning commission's recommendations for growth, development and beautification of the city as herein provided. A copy of the master plan, or any part thereof, shall be submitted to the city council which may adopt the plan as a whole or in parts and may adopt amendments thereto, after at least one (1) public hearing on the proposed action. Notice of such hearing shall be published at least once in the official paper at least ten (10) days in advance of the hearing. The city council shall act on such plan, or part thereof, within ninety (90) days following its submission. If such plan, or part thereof, should be rejected by the city council the planning commission may modify such plan, or part thereof, and again submit it to the city council. All amendments to the master plan recommended by the planning commission shall be submitted in the same manner as that outlined above to the city council for approval, and all recommendations to the city council from any city department or office affecting the master plan shall be accompanied by a recommendation from the planning commission.
