§ 8.24.020. Other definitions.

As used in this chapter:

"Person" includes an individual, firm, corporation, association or partnership.

"Release" means an uncontrolled spilling, leaking, pumping, pouring, emitting or dumping of hazardous materials in potentially harmful quantities, but does not include:
1.

Any release which results in exposure to persons solely within a work place on private property; or

2.

Emissions from engine exhausts of motor vehicles.

"Responsible person" means the owner or operator of a vehicle or facility from which a release emanates and any other person who causes, suffers or allows a release.
