§ 6.01.040. Animal welfare advisory committee.

    The animal welfare advisory committee shall be composed of not less than five appointed members, all of whom shall be residents of the city. Members shall be appointed by the mayor, subject to confirmation by the city council, and shall serve for three-year terms. Three members shall be appointed in one year, and two members the next, and members shall thereafter serve until their successors are appointed and qualified. The board shall elect its officers and promulgate the necessary rules to carry out its purposes.

    B.

    The animal welfare advisory committee shall select from among its members, a chairperson and vice chairperson, and shall adopt, subject to approval of the city council, such rules and regulations governing its proceeding as it may deem proper. Such rules and regulations shall not be inconsistent with the ordinances of the city or state law. The board shall appoint a secretary, who may, but not need be, a member of the board. The secretary shall keep a record of all transactions of the board.

    C.

    All members of the animal welfare advisory committee shall serve without compensation, but may be reimbursed for all expenses reasonably incurred by them in the performance of their duties as members of such board, when authorized by the city council.

    D.

    The animal welfare advisory committee shall from time to time make such general studies or research related to animal welfare issues, it shall make recommendations to the city council with respect to the city animal control department, city ordinances related to animals and it shall, acting in an advisory capacity work toward the general improvement of animal welfare and the animal control and protection department.
