The city manager will promulgate regulations and policies for the holding of a class 1 or class 2 permit. The regulations and policies may establish a fee for the issuance of a class 2 permit and shall prescribe minimum security measures to be taken by a permit holder, the amounts and kinds of insurance to be furnished to the city by the permit holder and a rate of costs reimbursement to be paid by the permit holder to the city for expenses of setup, takedown and cleaning up. The regulations and policies take effect upon their adoption by the city council.
