    Cemetery Advisory Board. There is hereby created a cemetery advisory board (hereinafter the "board") of the city, to be composed of five voting members. All members shall be qualified voters of the city when appointed and during their term of office. Each of the five councilmembers will appoint one member to this board who is a resident of the appointing councilperson's district.

    The mayor has the discretion to appoint up to one sitting councilmember and one city employee to serve as ex-officio, non-voting members of the board. These appointments have no term and serve until replaced by the mayor. Neither the councilmember, nor the city employee attendance shall be taken into considered when establishing a quorum.

    The city individual responsible for notifying the voting members of this board of upcoming meetings, shall also notify the ex-officio, non-voting members of the board and provide them with the same packet of materials as provided to the voting members of the board.

    B.

    Membership. Three members of the board shall be appointed for a term of four years and four members of the board shall be appointed to a term of two years.

    C.

    Term of Office. Except for the first members of the board, all members shall be appointed for four-year terms. The term of office of the three members of the board appointed to an initial term of four years shall expire September 30, 2016. The term of four members appointed to an initial term of two years shall expire September 30, 2014. Newly appointed members shall be installed at the first board meeting held after their appointment.
