§ 16.04.020. Definitions.

  • For the purposes of this title, the following words and phrases shall have the meanings ascribed to them in this section.

    "Alleys" means minor ways which are used primarily for vehicular service access to the back or the side of properties otherwise abutting on the street.

    "Collector streets" means those which carry traffic from minor streets to the major system of arterial streets and highways, including the principal entrance streets of a residential development and streets for circulation within such a development.

    "Commission" means the planning commission of the city.

    Definitions. Definitions not expressly prescribed in this section are to be determined in accordance with customary usage in municipal planning and engineering practices.

    "Local." Local streets connect blocks within neighborhoods and specific activities within homogeneous land areas. Local streets are roads that are used for short trips at low speeds.

    "Major thoroughfares or arterial streets" means principal traffic arteries more or less continuous across the city which are intended to connect remote parts of the city and which are used primarily for fast or heavy volume traffic and shall include but not be limited to each street designated as a major street on the major street plan.

    "Marginal access streets" means minor streets which are parallel to and adjacent to arterial streets and highways, and which provide access to abutting properties and protection from through traffic.

    "Minor streets" means those which are used primarily for access to the abutting residential properties and which are intended to serve traffic within a limited residential district.

    "Primary collector." A primary collector connects sub regions but can connect neighborhoods. A primary collector serves collection and distribution functions primarily for the arterial (county and state roadway) network.

    "Secondary collector." Secondary collector streets connect neighborhoods within local street networks and connect other secondary or primary collectors. Secondary collector serves collection functions to the primary or other secondary collectors and to some arterial roads.

    Shall and May. As used in this title, the word "shall" is mandatory and the word "may" is permissive.

    "Street" means a way for vehicular traffic, whether designated as a street, as a highway, thoroughfare, parkway, throughway, road, avenue, boulevard, lane, place or however otherwise designated.

    Subdivider or Developer. The terms "subdivider" and "developer" are synonymous and used interchangeably, and shall include any person, partnership, firm, association, corporation, and/or any officer, agent, employee, servant, and trustee thereof, who does, or participates in the doing of, any act toward the subdivision of land within the intent, scope and purview of this title. The singular shall include the plural, and the plural shall include the singular.

    "Subdivision" means the division of a parcel of land into two or more lots or parcels for the purpose of transfer of the ownership or building development, or, if a new street is involved, any division of a parcel of land; provided, that a division of land for agricultural purposes into lots or parcels of five acres or more and not involving a new street shall not be deemed a subdivision. The term includes resubdivision and, when appropriate to the context, shall relate to the process of subdividing or to the land subdivided.
