§ 15.12.010. Adopted.
A.
That a certain document, two copies of which are on file in the office of the building official of the City of Uvalde, being marked and designated as the International Plumbing Code, 2015 edition including Appendix Chapters C, E as published by the International Code Council, be and is hereby adopted as the plumbing code of the City of Uvalde, in the State of Texas for regulating and governing the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of plumbing systems as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said plumbing code on file in the office of the building official and the city secretary of the City of Uvalde, Chapter 15.12, Plumbing Code Adopted, Title 15, Buildings and Construction, Uvalde Code of Ordinances, are hereby referred to, adopted, and made a part hereof, as if fully set out in this section, with the additions, insertions, deletions and changes, if any, prescribed in subsection B of this section.
B.
Amendments. The following sections are hereby revised:
Section 101.1. Insert: City of Uvalde
Section 106.6.2. Fee Schedule. The fees for all plumbing work shall be as indicated in the following schedule.

Section 106.6.4. Uvalde Industrial Park. Notwithstanding any contrary provision contained in the Plumbing Code, no fees shall be charged or collected for permits for the connection of any plumbing work in a building in or to be located in the Uvalde Industrial Park to any sewer tank or sewerage disposal system, nor for the installation, alteration or repair of any plumbing fixtures or appliances in any building or structure in or to be located in the Uvalde Industrial Park.
Section 108.4. Insert: shall be guilty of a violation, punishable by fine of not more than $500. Each day that a violation continues after due notice has been served shall be deemed a separate offense.

Section 312.10. Replace with:
312.10.1 Backflow Prevention Assembly Testing.
1.
All backflow prevention assemblies shall be tested upon installation by a recognized backflow prevention assembly tester and certified to be operating within specifications. Backflow prevention assemblies which are installed to provide protection against health hazards must also be tested and certified to be operating within specifications at least annually by a recognized backflow prevention assembly tester. A test report must be completed by a recognized backflow prevention assembly tester for each assembly tested. The signed and dated original form must be submitted to the city within five working days of the test.

Assemblies shall be repaired, overhauled, or replaced at the expense of the customer whenever said assemblies are found to be defective. Original forms of such tests, repairs, and overhauls shall be kept and submitted to the city within five working days of the test, repair or overhaul of each backflow prevention assembly.

No backflow prevention assembly or device shall be removed from use, relocated, or other assembly or device substituted without the approval of the city. Whenever the existing assembly is moved from the present location or cannot be repaired, the backflow assembly shall be replaced with a backflow prevention assembly or device that complies with this section, the American Water Works Association Manual M14, current addition, University of Southern California of Cross Connection Control, current addition, or the current plumbing code of the city, whichever is more stringent.

All backflow prevention assemblies shall be in accordance with the manufacturer's instructions, the American Water Works Association Manual M14 or The University of Southern California's Manual of Cross Connection Control.
5.
Test gauges used for backflow prevention assemblies testing shall be calibrated at least annually in accordance with the University of Southern California's Manual of Cross Connection Control or the American Water Works Association's Recommend practice or

Backflow Prevention and Cross-Connection Control Manual M14. The original calibration form must be submitted to the city within five working days after calibration.
7.
A recognized backflow prevention assembly tester must hold a current endorsement from the Texas Commission on Environmental Quality ("Commission").
312.10.2 Customer Service Inspections.
1.
A customer service inspection shall be completed prior to providing continued water service to all new construction, on any existing service when the water purveyor has reason to believe that cross-connections or other contaminant hazards exist, or after any material improvements, corrections, or additions to the private water distribution facilities.
2.
Only individuals with the following credentials shall be recognized as capable of conducting a customer service inspection:
a.
Plumbing inspectors and water supply protection specialists that have been licensed by the Texas State Board of Plumbing Examiners.
b.
Customer service inspectors who have completed a commission-approved course, passed an examination administered by the commission or its designated agent and hold current certification or endorsement as a customer service inspector.
3.
The customer service inspection must certify that:
a.
No direct connection between the public drinking water supply and a potential source of contamination is permitted. Potential sources of contamination shall be isolated from the public water system by an air-gap or an appropriate backflow prevention device.
b.
No cross-connection between the public drinking water supply and a private water system is permitted. These potential threats to the public drinking water supply shall be eliminated at the service connection by the installation of an air-gap or reduced pressure-zone backflow prevention device.
c.
No connection which allows water to be returned to the public drinking water supply is permitted.
d.
No pipe or pipe fitting which contains more than eight percent lead may be used for the installation or repair of plumbing at any connection which provides water for human use.
e.
No solder flux which contains more than 0.2 percent lead can be used for the installation or repair of plumbing at any connection which provides water for human use. A minimum of one lead test shall be performed for each inspection.
