The water resources optimization advisory committee shall select from among its members,
a chairperson and vice chairperson, and shall adopt, subject to approval of the city
council, such rules and regulations governing its proceeding as it may deem proper.
Such rules and regulations shall not be inconsistent with the ordinances of the city
or state law. The board shall appoint a secretary, who may, but not need be, a member
of the board. The secretary shall keep a record of all transactions of the board.
