§ 13.16.040. Sewer rates.

    Sewer Rates for Established In-City Consumers. The following monthly rates shall be charged and collected for each consumer within the city limits that has established a winter average for the property receiving sewer service:

    Domestic consumers (owners and tenants of private residences) shall be charged a monthly rate of $15.10 plus $1.35 for each 1,000 gallons of water consumed. The volumetric portion of the monthly charge shall be based on 80 percent of the average water used per month by the consumer during December, January and February (winter average). The actual charge for each domestic consumer will be adjusted in October of each year to reflect any change in water usage during the prior winter average period.

    2.

    Multi-unit residential consumers shall be charged a monthly rate of $15.10 plus $1.35 for each 1,000 gallons of water consumed by such consumer. The charge shall be applicable to each separate living unit, and the portion of the monthly charge that is based on the volume of water consumed will be based on 80 percent of the average water used per month during December, January and February (winter average). The actual charge for each domestic consumer will be adjusted in October of each year to reflect any change in water usage during the prior winter average period.

    Commercial consumers (all consumers other than domestic consumers and multi-unit residential consumers) shall be charged a monthly rate of $21.85 plus $2.35 for each 1,000 gallons of water consumed. The portion of the monthly charge based on the volume of water consumed will be based on 80 percent of the average water used per month during the months of December, January and February (winter average). The actual charge for each commercial consumer will be adjusted in October of each year to reflect any change in water usage during the prior winter average period.

    B.

    Sewer Rates for New Service. The sewer service rates for consumers within the city limits, for which a winter average has not been established shall be as follows:

    1.

    A domestic consumer within the corporate limits of the city applying for new sewer service shall be charged a monthly rate of based on water meter size as follows:

    ¾-inch meter: $21.00

    1.0-inch meter: $22.00

    1.5-inch meter: $27.00

    2.0-inch meter: $38.00

    3.0-inch meter: $38.00

    4.0-inch meter: $38.00

    6.0-inch meter: $38.00

    The charge shall apply until October following the winter in which the consumer establishes a history on water consumption in that living unit for December, January and February (winter months). The actual charge for each such consumer will be adjusted, as applicable, in October following the winter average being established, based on the winter average established by the consumer during the prior winter months average period.

    2.

    Multi-unit residential consumers applying for new sewer services for a living unit shall be charged a monthly rate of based on meter size as set for in Subsection B.1. above. The charge shall be applicable to each separate living unit and shall apply until October following the winter in which the consumer establishes a history on water consumption in that living unit for December, January and February (winter months). The actual charge for each such consumer will be adjusted, as applicable, in October, based on the winter average established by the consumer during the prior winter months.

    3.

    Commercial consumers applying for new sewer service shall be charged a monthly rate based on water meter size as follows:

    ¾-inch meter: $46.00

    1.0-inch meter: $52.00

    1.5-inch meter: $65.00

    2.0-inch meter: $170.00

    3.0-inch meter: $170.00

    4.0-inch meter: $170.00

    6.0-inch meter: $170.00

    The charge shall apply until October following the winter in which the consumer establishes a history on water consumption for December, January and February (winter months).

    C.

    Sewer Rates for Consumers Located Outside the Corporate Limits. The rate for sewer services used by residential and commercial consumers outside the corporate city limits shall be two times the applicable rate provided above for service within the corporate limits.
