§ 13.12.070. Permits for discharge.
A.
Generally. No person shall discharge any industrial waste into any sanitary sewer which leads to any of the city's sewage treatment plants without first obtaining a permit therefor.
B.
Conditions for Permit—New Establishments. Permits for new establishments will be issued only after the following conditions are met:
1.
Formal application is submitted on a form issued by the approving authority.
2.
Where applicable, pretreatment facilities are installed as approved by the approving authority.
3.
Estimated amounts and strengths of industrial wastes have been agreed upon by both parties.
4.
Agreement forms have been completed by the discharger agreeing to payment of any surcharges as required and/or the operation and maintenance of any pre-treatment facilities where applicable.
C.
Conditions for Permits—Existing Establishments. Permits for establishments existing on April 22, 1971 will be issued only after the following conditions are met:
1.
Formal application was submitted on a form issued by approving agency within one hundred twenty (120) days after the effective date of the ordinance codified in this chapter.
2.
Where applicable, plans and specifications for pretreatment have been approved by the approving authority.
3.
Estimated amounts and strengths of industrial wastes have been agreed upon by both parties.
4.
Agreement forms were completed by the discharger agreeing to payment of any surcharges as required and/or agreement to the installation of pretreatment facilities by July 1, 1972, and operation and maintenance of same where applicable.
