§ 13.12.080. Surcharges.

  • Persons or owners discharging industrial wastes which exhibit none of the characteristics of wastes prohibited in Section 13.12.060, other than excessive BOD, or suspended solids, having a concentration during a twenty-four (24) hour period average of suspended solids or BOD content in excess of "normal" sewage as defined in Section 13.12.040 as "normal" sewage shall be required to pretreat the industrial wastes to meet the requirements of "normal" sewage; however, such wastes may be accepted for treatment if all the following requirements are met:

    A.

    The waste will not cause damage to the collection system.

    B.

    The wastes will not impair the treatment process.

    C.

    The donor of the wastes enters into a contractual agreement with the city providing for a surcharge over and above the existing sewer rates. The surcharge on industrial wastes is to be computed on the following basis:

    IC = jv + v (a(BOD − 200) + b(SS −200))
    IC = Industrial charge
    V = Volume discharged in million gallons
    j = Basic rate (dollars per million gallons treated)
    a = BOD surcharge factor (dollars per million gallons milligram per liter) based on the treatment costs attributable to the removal of BOD
    BOD = Five day at twenty (20) degrees Celsius BOD of the industrial waste (mg/l) to be measured at intervals from composite samples
    b = SS surcharge factor (dollars per million gallons per milligram per liter)
    SS = Suspended solids of the industrial waste (mg/l) to be measured at intervals from composite samples

     

    The volume of wastes may be determined by the same methods used to calculate the regular sewer service charge. The BOD and suspended solids values may be determined from standard values for various industries established by the approving authority. In the case of any new industry, the discharger shall install at his or her expense a sampling point at a location near the outlet of each building drain or connection with any sanitary sewer of the city. Each such sampling point shall be installed and shall be so maintained by the discharger so that any authorized representative of the city may readily and safely obtain samples of the flow at all times. Plans and location of such sampling points shall be approved by the approving authority prior to construction. Construction of such sampling points for discharges on April 22, 1971, shall have been completed by July 1, 1972, if use of data is to be considered for rate established by January 1, 1973. If a discharger installs a sampling point after this date, adjustment of the rate to actual samples will be made within a ninety (90) day period from the date of installation. All flow rates and BOD and suspended solid values used in determination of the industrial sewer charge shall be reevaluated on an annual basis. However, if there is a major change in the operation to affect changes in value, the values may be increased or decreased on a study of changes or actual measurements.
