§ 9. Extension of franchises.

Unless provided otherwise in the franchise, or limited by a certificate of convenience and necessity held by the franchisee, franchisees shall be required to extend services to all parts and portions of the city. All extensions of any public utility lines, conduit, pipe or systems, shall become a part of the aggregate property of the public utility and shall be subject to all the obligations and rights prescribed in this charter and the franchise. The right to use and maintain any such extension shall terminate with the franchise.
