§ 8. Franchise value not to be allowed.

In determining the just compensation to be paid by the city for any public utility or public service property or facilities which the city may acquire by condemnation or otherwise, or to any such entity for which the franchise has been canceled by the city council, no value shall be assigned to any franchise granted by the city.
