§ 13. Imposition and collection of fines.

The ordinances of the city shall be enforced by a fine not exceeding the maximum amount prescribed by the laws of the State of Texas. The city council may provide by ordinance for or the judge of the municipal court may order, the discharge of fines in any manner provided by law.
