The council shall have the power to grant, amend, renew or extend contracts concerning
the operation and management of any city owned facility, such as a civic center, parks,
golf course, swimming pools, water and wastewater treatment plants and any other such
property; provided that no such contract shall be let except upon opportunity for
competitive bids and proposals, nor exceed a term of five (5) years unless approved
at an election held for such purpose.
