§ 18. Council meetings generally.

  • (a)

    The city council shall prescribe by ordinance the time and place of its meetings and the manner in which special meetings thereof may be called.

    (b)

    Four (4) members of the city council (which may include the mayor) constitutes a quorum. Meetings shall be public except as permitted by law. The council must keep a journal of its proceedings, which is a public record.

    (c)

    The ayes and nays shall be taken upon the passage of all matters submitted to vote and shall be entered in the journal. No ordinance or resolution shall be valid unless adopted by the affirmative vote of a majority of the city council.
