§ 8.20.190. Vacuum truck waste.
A.
The city manager shall promulgate procedures for the safe handling of vacuum truck waste which meets the EPA "paint filter test" for moisture, designed to assure that there is no reasonable probability that the receipt of such waste would cause an adverse effect on public health or the environment. Such procedures shall include or require:
1.
A quality control plan that clearly establishes the identity of each generator, indicates the type and quantity of the waste obtained from each generator, shows the total quantity making up each load, and identifies the responsible hauler, all of which information shall be certified by the hauler to be true and correct to the best of his or her knowledge;
2.
Written verification from the generator, if industrial waste is included in the load, that the waste is other than Class I industrial waste that has specifically been approved for disposal at the receiving site;
3.
A program for spot-checking a certain percentage of the load manifests;
4.
A specific method of vacuum truck waste disposal at the receiving site, which assures adequate protection of ground waters as well as adequate protection against vector breeding and the generation of obnoxious odors.
B.
Vacuum truck waste shall not be received or disposed of at the city sanitary landfill except in compliance with the procedures established pursuant to subsection A of this section.
