§ 8.20.100. Collection of fees.
The charges for the removal and disposal of all garbage, trash or rubbish shall be entered by the city in their respective amounts as charges against each such person on the utility bill of such person and the amount so fixed and charged shall be collected monthly in connection with and as a part of the utility bills of the city. Should any person of any place of abode or of any place of business fail or refuse to pay the charges fixed against him and his place of abode or his place of business when due, the city shall be authorized to cut off and disconnect the water and sewer services to his place of abode or place of business and against which such solid waste pickup fees have been fixed and assessed, and in addition thereto shall be authorized to discontinue solid waste pickup services until such fees have been paid in full.
