§ 2.84.100. Service categories—Requirements.

  • Service categories and requirements for conducting same at Garner Field Municipal Airport are:

    Category A. Sale of Aviation Petroleum Products and Ramp Services. Fixed base operators in this category shall:

    1.

    Lease from the city or provide with the approval of the city an asphalt pavement of not less than ten thousand (10,000) square feet, plus asphalt surface access to taxiways.

    2.

    Provide and maintain a minimum of four thousand (4,000) gallons tank storage capacity below ground for each grade aviation fuel usually required for aircraft using the airport.

    3.

    Have personnel on full-time duty from eight a.m. to seven p.m., seven days per week to service any aircraft desiring service. Such personnel must be capable of performing minor repairs to aircraft and provided with adequate tools, jacks, towing equipment and tire-repair equipment to service such aircraft.

    4.

    Provide conveniently located waiting rooms for passengers and crew, members of itinerant aircraft, including sanitary restrooms and public telephone.

    5.

    Provide energizers, starters, passenger loading steps, oxygen and compressed air adequate to serving the types of aircraft using the airport.

    6.

    Pay the city four cents per gallon on all fuel, and ten cents per quart on all oil sold at Garner Field Municipal Airport. This tax shall be paid to the city on a monthly basis, on or before the tenth (10th) day of the following month.

    7.

    Provide a grounding cable system near the fuel pumps, approved by the city fire marshal, to eliminate the hazard of an aircraft fuel fire as a result of static electricity. All aircraft to be fueled shall be grounded, the grounding cable to be attached to bare metal on the aircraft other that the propeller or the landing gear prior to commencing fueling operations.

    8.

    Provide signs denoting the type and octane of aviation fuel dispensed from each pump. The pumps or pump panels and accompanying fuel intake pipes to the fuel tanks will be color coded as follows: 80-87 octane aviation gasoline—red; 100-130 octane aviation fuel—green; 100 octane low lead (100LL) aviation gasoline—blue; jet-A-jet fuel—white or "straw" colored.

    9.

    Provide an aviation fuel filter between the aviation fuel hose and the fuel pump. The fuel filter will be drained daily to remove any water from the filter. The fuel filter will be changed at least annually, or sooner if required.

    10.

    Provide within fifty (50) feet of the fuel pump, as approved by the city fire marshal, at least two 20B portable fire extinguishers where the open hose discharge capacity of the fuel system is not more than two hundred (200) gallons per minute; at least one wheeled 80B fire extinguisher where the open hose discharge capacity of the fuel system is more than two hundred (200) gallons per minute but not over three hundred fifty (350) gallons per minute; at least two each wheeled 80B fire extinguishers where the open hose discharge capacity of the fuel system is more than three hundred fifty (350) gallons per minute.

    Category B. Flight Instruction and Aircraft Rental. Fixed base operators in this category shall:

    1.

    Have available on a full-time employment basis a minimum of one instructor pilot with appropriate and current Federal Aviation Agency pilot and approved medical certificates.

    2.

    Provide, and at all times maintain, two aircraft owned or leased by and under the exclusive control of this fixed base operator which are properly equipped and Federal Aviation Agency certificated for flight instruction and rental.

    3.

    Demonstrate the continuing ability to meet requirements for certification of flight instructor personnel and aircraft by the Federal Aviation Agency.

    4.

    Be responsible that personnel operating rental equipment obtained from subject fixed base operator have appropriate and current Federal Aviation Agency pilot and approved medical certificates.

    Category C. Aircraft Charter and Air Taxi. Fixed base operators in this category shall:

    1.

    Have available on a full-time employment basis a minimum of one Federal Aviation Agency certified pilot with current commercial and instrument ratings and appropriate and current Federal Aviation Agency approved medical certificate.

    2.

    Provide and at all times maintain a minimum of two currently certified and continuously airworthy aircraft owned or leased by and under the exclusive control of this fixed base operator, properly certified for air charter and air taxi service.

    Category D. Aircraft, Engine and Accessory Maintenance. Fixed base operators in this category shall:

    1.

    Lease from the city or provide under terms agreeable to the city for his or her exclusive use a minimum of five thousand (5,000) square feet of hangar, shop and storage space.

    2.

    Furnish facilities and equipment for air frame and powerplant repairs with at least one duly Federal Aviation Agency certified "A & P" mechanic and such other personnel as may be necessary. Such airframe and powerplant repair shall include facilities for both major and minor repair of aircraft and engines used in private aviation in this area.

    Category E. Crop Dusting and Spraying. Fixed base operators in this category shall:

    1.

    Provide adequate safe storage and containment of various chemical materials.

    2.

    Suitably equip aircraft used in this activity for agricultural operations with adequate safeguards against spillage on runways and taxiways or disposal by wind to other operational areas of the airport and adjacent property.

    3.

    Provide office space.

    4.

    Dispose of all empty chemical containers promptly in accordance with the federal Environmental Protection Agency, State Department of Health, State Department of Water Resources, State Department of Agriculture and city regulations, rules, requirements, ordinances and orders.

    5.

    Provide adequate facilities for protecting the environment when washing down agriculture aircraft or rinsing, cleaning, or dumping excess chemicals from the hopper of agricultural aircraft.

    6.

    Pay the city four cents per gallon of fuel used.

    7.

    Restrict loading operations to such locations as may be specified by city manager.

    Category F. Aircraft Sales. Fixed base operators in this category shall:

    Have a sales or distributorship franchise from a recognized aircraft manufacturer.

    Category G. Temporary FBO. Fixed base operators in this category shall:

    1.

    Provide adequate safe storage and containment of various chemical materials.

    2.

    Suitably equip aircraft used in this activity for agricultural operations with adequate safeguards against spillage on runways and taxiways or disposal by wind to other operational area of the airport and adjacent property.

    3.

    Pay the city fifty dollars ($50.00) per aircraft per month.

    4.

    Pay the city four cents per gallon of fuel used.

    5.

    Restrict loading operations to such locations as may be specified by the city manager.

    6.

    Temporary agricultural spray operators will pay an initial deposit fee of two hundred dollars ($200.00) (or as deemed appropriate by the city council) returnable upon departure from the airport after inspection of the rented location by the airport manager. All, or an appropriate amount, of the deposit may be retained by the city if the rented location is not left in a clean cleared condition comparable to the location's condition when rented.

    7.

    Provide secure storage for all agricultural chemicals in accordance with state department of agriculture rules and regulations.

    8.

    Promptly dispose of all empty chemical containers in accordance with federal Environmental Protection Agency, State Department of Health, State Department of Water Resources, State Department of Agriculture and city regulations, rules, requirements or ordinances.

    9.

    Restrict washdown of agricultural aircraft, cleaning, rinsing, or dumping excessive chemicals from the hopper of agricultural aircraft to such location, specified by the city manager.
