§ 2.04.090. Preservation of order at meetings—Right of mayor to speak and decide questions of order.

The mayor shall preserve order and decorum at all council meetings and he or she may speak from the chair upon all questions and shall decide all questions of order, subject, however, to an appeal to the city council by any member.
