The purpose of this article is to set forth regulations, enforcement authority for
regulating building standards for the city, including establishing the power and duties
of the building standards commission; creating penalty provisions and allowing civil
relief, as allowed by all applicable law. All buildings, both existing and new, and
all parts thereof, shall maintain minimum standards for continued use and occupancy
in accordance with chapter 15.76 "property maintenance code" as amended.
