§ 13.16.010. "Consumer" defined.

The term "consumer," as used in this chapter, is defined to be and mean each person, firm or corporation now or hereafter connected to the waterworks system, the sanitary sewer system and/or the natural gas system owned by the city, excluding city public schools or buildings and institutions operated by the city.
