§ 13.12.040. Definitions.
For the purpose of this chapter, the following terms, phrases, words and their derivations shall have the meanings given herein:
Approving authority" means the city secretary or his or her duly authorized deputy, agent or representative.
"BOD" means the quantity of oxygen expressed in milligrams per liter by weight, utilized in the biochemical oxidation of organic matter under standard laboratory conditions for five days at a temperature of twenty (20) degrees Celsius. The laboratory determinations shall be made in accordance with procedures set forth in "standard methods."
"Building drain" means that part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of the building and conveys to the building sewer beginning three feet outside the inner face of the building wall.
"Building sewer" means the extension from the building drain to the sewer or other place of disposal.
"City" means the city or any authorized person acting on its behalf.
"Domestic sewage" means water-carried wastes normally discharging into the sanitary conveniences of dwellings (including apartment houses and hotels), office buildings, factories and institutions, free from surface water and industrial wastes.
"Garbage" means solid wastes and residue from the preparation, cooking and dispensing of food, and from the handling, storage and sale of food products and produce.
"Industrial waste" means all water-carried solids, liquids and gaseous wastes resulting from any industrial manufacturing or food processing operation or process, or from the development of any natural resource, or any mixture of these with water or domestic sewage as distinct from normal domestic sewage.
"Natural outlet" means any outlet into a watercourse, pond, ditch, lake or other body of surface or ground water.
"Normal domestic sewage" means normal sewage for the city in which the average concentration of suspended materials and five-day BOD is established at three hundred (300) milligrams per liter, by weight.
"Person, establishment or owner" means any individual, firm, company, association, society, corporation, partnership or groups, their agents, servants or employees.
"pH" means the logarithm (base 10) of the reciprocal of the hydrogen ion concentration expressed in mole per liter. It shall be determined by one of the procedures outlined in standard methods.
"Properly shredded garbage" means the wastes from the preparation, cooking and dispensing of food, exclusive of egg shells, bones, etc., that have been shredded to such degree that all particles will be carried freely under the flow conditions normally prevailing in public sewers, with no particle greater than one-half inch in any dimension.
"Public sewer" means a sewer in which all owners of abutting properties shall have equal rights and interest and is controlled by public authority.
"Sanitary sewer" means a sewer that conveys sewage or industrial wastes, or a combination of both, and into which storm, surface and ground waters or unpolluted industrial wastes are not intentionally passed.
"Sewage or wastewater" means a combination of the water-carried waste from residence, business buildings, institutions and industrial establishments, together with such ground, surface and storm water as may be present.
"Sewage treatment plant" means any city-owned facility, device and structure used for receiving and treating sewage from the city sanitary sewer system.
"Sewerage works" means all facilities for collecting, pumping, treating and disposing of sewage and industrial wastes and would include the sewage treatment facilities.
"Sewer service charge" means the charge made on all users of the public sewer whose wastes do not exceed in strength the concentration values established as representative normal sewage.
"Slug" means any discharge of water, sewage or industrial waste which in concentration of any given constituent or in quantity or flow exceeds for any period of duration longer than fifteen (15) minutes, more than five times the average twenty-four (24) hour concentration or flows during normal operation.
"Standard methods" means the examination and analytical procedures set forth in the latest edition at the time of analysis of "Standard Methods for the Examination of Water and Sewage," as prepared, approved and published jointly by the American Sewage and Industrial Wastes Associations.
"Storm sewer or storm drain" means a sewer which carries storm and surface waters and drainage but excludes sewage and polluted industrial wastes.
"Storm water runoff" means that portion of the rainfall that is drained into the sewers.
"Surcharge" means the charge in addition to the sewage service which is made on those persons whose wastes are greater in strength than the concentration values established as representative of normal charges.
"Suspended solids" means solids that either float on the surface of, or are in suspension in water, sewage or other liquids, and which are removable by a laboratory filtration device. Quantitative determination of suspended solids shall be made in accordance with procedures set forth in "standard methods."
