§ 13.08.060. Discharge of sewage into streets, alleys, or on ground surface.
A.
No kitchen waste, laundry water, sewage, waste water from any filling station, wash rack or hydrant, or waste water from any cellar or pit shall be allowed to discharge into any street, gutter, alley or public place of whatsoever kind, or discharge on top of the ground on any private premises in such manner that flies and mosquitoes might breed or odors become obnoxious to nearby residents.
B.
It is unlawful for any person to throw or allow to be thrown or deposited on the surface of the ground, whether public or private, any liquid or solid filth, feces or urine.
C.
It is unlawful for any person to allow any slop, wash or waste water to flow over the pavements or under the pavement, on or into the streets.
