§ 10. Failure of city council to call an election.

If the city secretary shall certify an initiative or referendum petition as sufficient and the city council shall fail or refuse to order such recall election, or to discharge any other duty imposed upon the council with reference to the recall, then any citizen of the city may file suit in the district courts to compel the council to order the election.
