There may be such boards and commissions as the city council may determine by ordinance
from time to time to be needed and necessary for the proper and efficient conduct
of the affairs of the city government. The city council may by ordinance provide that
the powers and duties prescribed for any such board, commission or member thereof
be conferred upon other boards or commissions. The powers, authority and duties of
such boards and commissions and the members thereof, which are not prescribed in this
city charter, shall be set forth in an appropriate ordinance. No board or commission
of the city, or any member thereof, shall have any authority, duty, or power which
shall be inconsistent with this charter or state law.
